MONDAY, LABOR DAY SEPTEMBER 4TH WILL CONCLUDE OUR BEACH SEASON. AFTER THIS DATE, BEACHES WILL BE UNPROTECTED BY LIFEGUARDS AND NO BATHING WILL BE PERMITTED.
We ask residents to please cooperate and REMOVE ALL ITEMS FROM THE BEACH HOUSES NO LATER THAN 6:00 PM ON LABOR DAY, SEPTEMBER 4TH . All items remaining will be discarded.

Please be advised that in accordance with Local Law, the Village is not responsible for any items stored in beach houses. Therefore, you are urged to cooperate and remove all items by the end of the day, Labor Day, September 4th, to avoid any loss to you and your family.
As you know, many hours of volunteer work goes into the operation of our beaches. Although we have many active Beach Commissioners, we are always looking for input and suggestions from residents. If you have any suggestions on how we can improve our park and beach operation, please contact the Village Office. Remember that beaches belong to all of us.

REMOVE YOUR CARS FROM OUR STREETS WHEN SNOWFALL IS PREDICTED. IF OUR PUBLIC WORKS CREW IS HINDERED IN SNOW PLOWING/ROAD SANDING OPERATIONS, OFFENDING VEHICLES WILL BE TOWED AWAY. VEHICLES LEFT IN THE STREET DURING A SNOWFALL WILL RECEIVE SUMMONSES PUNISHABLE BY FINES UP TO $500. Beach Ends -- The Plaza, Dutchess, Genesee, Jefferson and Montgomery
The Plaza north end – 7 spots on each side of center
Acapulco Street between Atlantic and Bay Boulevards
Albany Boulevard each side between Park Street and Bay Boulevard
Parking on the following streets require a permit from May 1st to October 31st ---
Bermuda Street on the east side between Pacific and Ocean Boulevards;
Ocean Boulevard on the entire south side; Ocean Boulevard center spots - from Acapulco Street to Broome Avenue; from Erie Avenue to Hamilton Avenue, from Jefferson Boulevard to Kings Avenue; from Oneida Avenue to Queens Avenue; Vernon Avenue to Yates Avenue; The Plaza center spots between Pacific and Ocean Boulevards; Ocean Boulevard for 6 spots in front of Catalina Beach Club; east and west sides of Daytona Street between Ocean and Pacific Boulevards.
If you get a new car please remove sticker from old car and bring to Village Hall for a replacement sticker.
Permits will be given out at time you come in for your beach pass - one permit per residence - $225 fee covered in taxes - additional permits can be purchased at $225 each. Permit fee for non-residents is $225. Cars parked without a permit will receive a summons.
PARKING
REGULATIONS
On September 16, 2006, the “NO PARKING 10:00 AM to 5:00 PM will be lifted. All other parking regulations remain in force.
SOME STREETS IN THE VILLAGE HAVE NO PARKING THROUGHOUT THE YEAR – IF YOU ARE HAVING A PARTY AND WISH TO HAVE GUESTS PARK ON THE STREET, YOU CAN HAVE PERMISSION -- CALL THE VILLAGE OFFICE – MONDAY THROUGH FRIDAY BETWEEN THE HOURS OF 9:00 AM AND 4:45 PM FOR A SPECIAL PARKING PERMIT.

VAB BUMPER STICKERS (White with red lettering)
VAB bumper stickers are available at the Village Hall. Present your car registration to pick one up. This program is intended to assist law enforcement authorities by identifying Village residents' cars. Please note that it will not prevent you from getting a parking violation.
48 HOUR PARKING REGULATION
No person shall park any vehicle on any public or private road within the corporate limits of the Village of Atlantic Beach for more than 48 hours regardless of any other parking regulations.
VOTER REGISTRATION
In 1993 the Village abolished voter registration days - all residents who want to vote in Village Elections must register to vote with the Nassau County Board of Elections in Mineola – Forms may be obtained at the Village Office.
VILLAGE
BOARD MEETINGS
The Board of Trustees meets the second Monday of each month (unless it falls on a holiday) at 7:45 PM in the Village Hall.
VILLAGE TAXES
We have experienced many problems with Village taxes - namely where tax bills should be sent - to a bank, holding company or to the resident for payment. Please notify the Village office in writing upon satisfying your mortgage, if you refinance your mortgage or have your mortgage sold by one lending institution to another. If you sell your house, please make sure you tell the new owner to come to the Village Hall with their deed so records can be changed.
ALARM OWNERS
Residences and businesses, which have alarm systems designed to alert the Nassau County Police Department to emergencies, must obtain permits. Permit applications can be obtained at any of the eight precinct station houses or at the Village Hall. The application and fee are to be mailed direct to Nassau County Police Headquarters, Alarm Permit-Records Bureau, 1490 Franklin Avenue, Mineola, NY 11501.

ATLANTIC BEACH RESCUE SQUAD HIGHLIGHTS
New members always welcome, free training - meeting the last Tuesday of every month at the Atlantic Beach Rescue Headquarters, 1 Rescue Road - 8:00 P.M. – Contact Chief Neil Metz at 371-2348. Squad training Saturdays at 10 AM at Rescue Headquarters – interested persons are welcome.

BASKETBALL POLES (portable and in ground)
Village streets and sidewalks must be kept clear of all obstructions INCLUDING PORTABLE BASKETBALL POLES because such obstructions pose a danger to the orderly flow of traffic and pedestrians. Portable basketball poles must be put back onto your own property when not in use.

The Beautification Committee would again like to thank the residents and our volunteers for their generous support of our annual fundraiser. This year we had even more exciting clothing that is still available at the village office. For those of you who missed out on the sweat pants – they are back. This year we removed all of the dead pine trees from Jefferson and all around the beach ends and will be filling in with new plantings. We also will be beautifying Ocean Boulevard with new plantings. We hope people are using the pooper-scooper bags and if more locations are needed, please contact the, village office. Any further recommendations will be appreciated.
BUILDING PERMITS
Non-structural and structural building applications are reviewed by the Building Department. Applications that require a variance will go before our own Zoning Board and the time frame for zoning board review is approximately one month after denial of your building application.
All new construction or alterations, which are undertaken in the Village of Atlantic Beach, will require a building permit (painting and wall covering only items which do not require a permit). This includes not
only structural construction, but also such things as window and door replacements (same size), roofing, fencing, wood decking below 8 ¼”, sidewalks, curbs, aprons, curb cuts – must be installed or replaced per Village specifications. Before starting any work, please call the Village Office for information and come into the Village Office and apply for a permit.

Any person or corporation who shall violate any of the provisions of our Village Ordinances or fails to comply therewith shall be guilty of a misdemeanor, punishable by a fine.

CARS
BLOCKING SIDEWALK
Cars parked in driveways should not block any sidewalk - this is in violation of Local Law.
COMMERCIAL
VEHICLES, TRUCKS, VANS, TRAILERS OR CAMPERS
Commercial
vehicles, trucks, vans, trailers or campers are not allowed to be parked on any
public highway, private roads, private driveway or private property in the
Incorporated Village of Atlantic Beach limits - this is in violation of Local
Law and punishable by a fine not to exceed $500 per day and will be strictly
enforced by the Village and Nassau County Police Department. Commercial
vehicles cannot be parked in the Village unless they are delivering goods or
providing a service - especially overnight even on private property.
INOPERATIVE OR UNLICENSED MOTOR VEHICLES
Two or more inoperative or unlicensed motor vehicles shall not be parked, kept or stored on any premises, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth. A vehicle of any type is permitted to undergo major overhaul, including bodywork, provided that such work is performed inside a structure or similarly enclosed area designed and approved for such purposes.

DOGS ARE NOT PERMITTED ON THE BOARDWALK AT ANY TIME, AND ARE NOT ALLOWED ON THE BEACHES DURING THE MONTHS OF APRIL THROUGH SEPTEMBER
NO MORE THAN THREE (3) DOGS ARE PERMITTED PER HOUSEHOLD - ANYONE VIOLATING THIS LAW WILL BE SUMMONSED.
Pooper-scooper laws are now being strictly enforced by our Security Patrol and Sanitation Commissioners - please for the sake of our children, health and beautification of our community, cooperate and pick up after your dog. We hope people are using the pooper-scooper bags and if more locations are needed, please contact the, village office. If you live on the water, please do not sweep your dog feces into the bay, as it pollutes our water, and is against the law.
DOGS MUST BE LEASHED AT ALL TIMES AND MAY NOT RUN-AT-LARGE. The leash must not exceed six (6) foot in length.
Excessive barking is considered a disturbance of the peace and is in violation of our local law.
DOG LICENSES are required for dogs six months or older - a current rabies certificate, signed by a licensed veterinarian must be provided when applying for a new license or renewal license. Neutering/spaying certificate required when applying for a new license. It is important to license your dog and keep tag on collar - what if your dog gets lost!
Our Village Inspectors will issue summonses to all dog owners violating our Village Laws.
ELECTRICAL FENCES (Invisible Fence)
Village law strictly prohibits the use of any fence, which delivers an electric shock, charge or current to any animal or human being when contact is made – invisible fence.
GARAGE AND TAG SALES
The Village has a Local Law regulating Garage Sales, Tag Sales, etc. To conduct such a sale, you must file for a permit with the Village Clerk at least ten (10) days prior to the first day of sale. Further information can be obtained from the Village Hall.

SUNDAY PROHIBITED YEAR ROUND
If you have a gardener, they must carry away and dispose of all clippings and cuttings.
HOUSE NUMBERING
Number your house, using 2-1/2" in height letters. This is of grave importance and will allow the Fire, Rescue and Police to find your home quickly in an emergency.
NEIGHBORHOOD WATCH
Signs are posted declaring Atlantic Beach to be a Neighborhood Watch area. We are looking forward to your participating by reporting anything suspicious to 911.
To help stop crime call CRIME STOPPERS - 1800-244-TIPS - you can get a reward up to $1,000.
RESIDENTIAL OCCUPANCY
All dwellings, premises, homes, houses and apartments in the Incorporated Village of Atlantic Beach are restricted to one family occupancy. GROUPER HOMES ARE NOT PERMITTED. Violation of this ordinance is punishable by fines to the owner, tenant, and/or real estate broker will be reported to the Nassau County Assessment office.
SECURITY
Our Security force is here to help you - please let us know your comments - good or bad and how we can help. The Village Security is here only as a supplement to the Nassau County Police Department. If you observe any suspicious activity or persons please report to the Nassau County Police Department by calling 911.
SIGNS - FOR SALE OR FOR RENT
There is a Village Law prohibiting FOR SALE OR FOR RENT signs on motor vehicles parked upon any highway, street or private property -- please adhere to this law accordingly.
SPEED LIMIT
The speed limit in Atlantic Beach is 15 MPH with the exception of Park Street, which is 30 MPH. For the safety of all, speed limit and street directional signs are a must to follow.

SWIMMING POOLS
SWIMMING POOLS AND HOT TUBS MUST BE EITHER DRAINED OR COVERED BY OCTOBER 15TH
IT IS A VIOLATION OF VILLAGE LAW TO EMPTY ANY WATER FROM SWIMMING POOLS (OR HOT TUBS) INTO ANY STREET, EASEMENT, BEACH, OR REYNOLDS CHANNEL. ANYONE CAUGHT DOING THIS WILL BE ISSUED A SUMMONS.
The Village of Atlantic Beach requires that all water from swimming pools and hot tubs must be disposed of through adequate drywells.

The winter is coming and although we will be closing our doors, the aircraft noise will not stop. We will need you to call and complain if the noise continues for too long or if the plans seem too low, or if you’re just plain “fed up”, please call the following numbers:

GARBAGE – RECYCLING - DUMPSTERS

GARBAGE COLLECTION - Residential ONLY
GARBAGE WILL NOT BE PICKED UP ON LABOR DAY – BUT WILL BE PICKED UP ON TUESDAY – SEPTEMBER 5th
Effective October 1, 2006 there will no longer be garbage collection on Saturday. There will be a 3 day garbage collection: MONDAY, WEDNESDAY AND FRIDAY – please continue placing your garbage curbside for collection. Use either hard-sided, plastic or metal containers with a watertight cover or in ground containers with proper lids – garbage should be placed in plastic or paper bags before putting into any of these containers. If proper containers are not used you will receive a summons.
PLEASE NOTE THAT NO GARBAGE CONTAINER, RUBBISH OR DISPOSABLE MATERIAL IS PERMITTED TO BE PLACED CURBSIDE BEFORE 6:00 PM OF THE NIGHT BEFORE A REGULARLY SCHEDULED PICK UP OR AFTER 7:00 AM OF THE COLLECTION DAY.
Garbage will not be removed on the following legal holidays: Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas, New Year’s Day, Martin Luther King Day, Lincoln’s Birthday, George Washington’s Birthday. When a holiday falls on a Monday collection will be made the following Tuesday. If a holiday falls on any other day, whatever was supposed to be picked up on that day will be picked up on the following regularly scheduled day. If a holiday falls on Thursday, recyclables will be picked up on the following Thursday.
BULK PICK UP
Bulk pick up is on Wednesday and Friday - it is not necessary to call in your bulk items - there is a six (6) item limit per bulk day. Bulk items include stoves, refrigerators (please remove doors), mattresses, etc.
CONSTRUCTION DEBRIS IS NOT PART OF OUR BULK PICK UP. IF YOU HAVE CONSTRUCTION DEBRIS THAT NEEDS REMOVAL, YOU MUST MAKE YOUR OWN ARRANGEMENTS FOR DISPOSAL. CALL WINTERS BROTHERS RECYCLING FOR A DISCOUNTED RATE – 631-491-4923.

DUMPSTERS
A permit is required for any dumpster - whether placed on street or in a driveway – the permit fee for 30 days is $25 or 90 days is $50 Please come to the Village Office to fill in an application and obtain a permit. (NOTE: construction debris is not permitted to be picked up with regular garbage - therefore, a dumpster must be obtained). ALL DUMPSTERS, WASTE CONTAINERS OR ROLL-OFF CONTAINERS MUST BE COVERED WHEN DEBRIS IS EVEN WITH THE TOP OR HIGHER.
RECYCLING - Save Taxpayers Dollars – Recycle

RECYCLABLES WILL BE PICKED UP EVERY THURSDAY – GLASS, CANS, PLASTIC AND PAPER WILL BE PICKED UP TOGETHER – NO NEED TO SEGREGATE LEAVE AT CURB EITHER IN A BLUE BIN OR A CLEAR PLASTIC BAG.
If a holiday falls on Thursday, recyclables will be picked up on the following Thursday.

RECYCLING (Continued)
Newspapers are to be securely tied in bundles no higher than 10" in height or 20 lbs. in weight or placed in your recycling container. Cardboard boxes are to be collapsed and tied the same way as newspapers.

COMMINGLED GLASS, CANS AND PLASTICS
Glass, cans & plastic are to be put into a clear plastic bag or into the recycling bin.
All deposit cans and bottles should be returned to a redemption center.
Glass: all bottles and jars must be rinsed clean and lids removed. Only clear, green and brown bottles and jars and recycled.
Cans: all metal cans rinse clean – labels may be left on.
Plastic: recycle only plastics which are imprinted with a #1 or #2 inside the recycling logo on the bottom of the container – these should be rinsed.
Recycling must not be mixed in with regular garbage. Anyone who continues this practice will be fined.
ONE ADDITIONAL RECYCLING BIN IS AVAILABLE AT THE VILLAGE HALL IF YOU HAVE NOT ALREADY RECEIVED ONE – NO CHARGE
NOTE: If you want more than the two the Village has distributed, there is a $5.00 per bin. IF YOU MOVE THE BIN STAYS WITH THE HOUSE.

HOUSEHOLD HAZARDOUS WASTE
S.T.O.P. - STOP THROWING OUT POLLUTANTS - Town of Hempstead Department of Sanitation has opened facilities for disposition of pesticides, waste oil, batteries, paint, antifreeze, pool chemicals, etc. - call 516-378-2200 for STOP collection dates and place.

AND PUT OUT WITH REGULAR GARBAGE
EMERGENCY
PREPAREDNESS – HURRICANES, ETC.
The Atlantic Coast hurricane season is from June 1 to November 30, however, we are most vulnerable from mid-August to early November. Here are some steps you should take, even before a hurricane watch or warning is announced:
· Check to be certain that your emergency equipment is in good working order and that you have enough supplies to last several days.
· Obtain and store materials necessary to properly secure your home. Make sure your car has gas and is in good working order. Also plan to have the following items available:
First Aid Kit
Battery operated radio
Flashlight
Extra batteries
Matches
Manually operated can opener
Canned and packed foods, milk and other beverages
Extra medicine, baby food and diapers
Portable ice chest
One gallon of water per each member of your household
BE READY WHEN A HURRICANE THREATENS OUR AREA

EMERGENCY WARNING NOTIFICATION SYSTEM
We have an Emergency Warning Notification System that automatically broadcasts and dials residents’ telephone numbers leaving a message. This is used for important announcements, hurricanes, snowstorms, etc. If you have not given us your telephone number to input into this system, or have a new telephone number, please call the Village Hall on 371-4600 (or if you just want to verify your number)
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES)
STORM WATER MANAGEMENT PROGRAM (SWMP) MS4
The Village of Atlantic Beach has developed a storm water management program (VABSWMP) in accordance with the NYS Pollution Discharge Elimination System (SPDES) requirements. The VABSWMP describes specific actions that will be taken over a five-year period to reduce pollutants and protect the Village’s surface waters.
The Village submitted an annual report to the Department of Environmental Conservation on June 1, 2006 that describes the activities completed during the third year. A public meeting will be held next May 14, 2007 describing the contents of the 4th year report and make the report available for public comment on the completed and proposed activities.

If we have enough people interested in this class, we will hold it again at the Village Hall. Please call the Village Office (516-371-4600) if you are interested.
The cost will be $40 per student - you do not have to be a resident to attend - family or friends are welcome. This course can be held in one Saturday six-hour session or two evening sessions at three hours each night. Dates will be set when we know how many people are interested - a list will be kept for both sessions.
C.R.A.B. (CREATIVE RESIDENTS OF ATLANTIC BEACH)

This program has been established in the Village of Atlantic Beach and is available to all residents.
This group is devoted to creating positive initiatives/programs/events for the children of Atlantic Beach – formed in September 2004. Several positive events have taken place already – volunteer clean up day.
